Fairies in Double Bonus VP?

Hello All:

I have discovered some Double Bonus VP machines where, occasionally, a ‘fairy’ will appear after I have drawn my cards for a hand, and will improve the hand by touching each card with her magic wand. Does anyone have an idea when the fairy appears?
